Instructions for Submitting a Quote
This is not a formal bidding process. However, we are securing quotes for this work and will select someone in a competitive process. We aim to select someone by December 16. For consideration, please email a quote no later than midnight on December 13, 2024, to lgoff@spokanecounty.org.

In your quote, please submit total design/illustration costs including tax and at least two samples of work.

Scope of Work
1. Remake the illustration of the Spokane County Water Resource Center mascot, Wally Otter. We have used just the head for years, but we want to bring his whole body and character to life.

2. Create a sidekick for Wally Otter to be used at our new sister field trip destination, The Doris Morrison Learning Center at Saltese Flats Wetlands. The character should represent the wetlands, i.e. a heron or a pond turtle, however the exact character will be decided in consultation with the designer.
• Style should match the redesigned Wally Otter.

3. Update the Water Resource Center Brochure to include our new, sister facility, the Doris Morrison Learning Center. Original was die cut and trifold.

4. An artist rendition of ancient lake Saltese. We need a high-resolution PDF or vector – this image will be displayed on a 3’x 5’ sign.
• The current Saltese Flats Wetlands area is a restored wetland, managed by Spokane County Water Resources. The area used to be a shallow lake similar in size to Liberty Lake. In the late 1890s, farmer Peter Morrison drained the lake to grow hay on the fertile lakebed. To better tell this story to the public and youth, we would like an artist rendition of what the ancient lake would have looked like. We would appreciate some attention to historical geologic records to ensure it is fairly accurate. We will provide technical expertise.

Specifications
• Up to one (1) hour of design consultation for each design, with the Spokane County Education Team, or four (4) hours total.
• Up to two revision rounds for each design.
• For each design, the final high-resolution vectors and PDF, as well as the native illustrator files (if applicable), will be provided to the County.

Timeline
• All estimates must be received by midnight on December 13, 2024.
• An illustrator will be selected and notified by December 16, 2024.
• Illustrator will provide an invoice for first payment (50% of total) no later than December 17, 2024.
• All final illustrations will be submitted to the County by March 4, 2025.
• Final payment (second half) will be processed within 30 days of receipt of final illustrations.
