About this Program
Arts and culture organizations, businesses, and individuals working in arts and culture in the city of Spokane can now apply for Coronavirus Recovery grants, funded by federal American Rescue Plan Act (ARPA) dollars granted to the City of Spokane and distributed by Spokane Arts. This benefit program is intended to help offset the negative economic impacts felt by our arts and culture communities through the pandemic.
Spokane Arts defines the arts broadly and includes those who contribute to traditional and folk arts, fashion and costume design, architecture, culinary arts, and arts promotion, administration, and production work. It also includes both those who are paid AND those who are volunteering their time and talent for the benefit of the community.
These are qualifying benefits, not competitive grants, meaning that many/most applicants who are eligible (according to federally-defined criteria) will receive some level of funding.
Applicants will not be asked to propose a program or project; these funds are designated for COVID relief, so applicants will be asked to demonstrate their eligibility and provide brief documentation and context regarding the impacts of COVID on their business/organization/household.
These benefits are not taxable.
The first round of applications opens on May 1 for Individuals and Households with a deadline of June 15, 2023.
The second round of applications opens on June 1 for Organizations and Businesses, and Performing Arts Venues with a deadline of July 15, 2023.

Please note that some applicant categories may open in calendar year 2023, but not receive their award until early 2024. Spokane Arts is committed to distributing the funding as equitably and efficiently as possible, while adhering to all city, state, and federal regulations for these ARPA dollars.

The City of Spokane received nearly $81 million in ARPA support from the federal government in 2021. Since that time, Spokane has made awards in direct support of our local businesses and organizations and has selected a number of businesses and organizations as pass-throughs to carry out programs further addressing the needs of Spokane’s individuals, organizations, and businesses in the wake of Covid-19. Spokane Arts’ Coronavirus Recovery Funding Program is one of those programs.

Deadline
Completed applications from individuals and households will be due by 11:59 p.m. on June 15, 2023.
Business and organization portals will be due by 11:59 p.m. on July 15, 2023.
Application Portal
The online application portals will be available from this webpage starting May 1 with the Individual and Household application. Portals for organizations, businesses, and performing arts venues will open on June 1.
Eligible Impacts
Requests for support will be considered for documented, unreimbursed losses or expenses of $1,000 or more incurred between March 11, 2020 and May 10, 2023.
Taxes
This Federal benefit is not taxable and you will not receive a 1099 from Spokane Arts. As a benefit payment, you are not required to have a UEI number.
Funding
This is a qualifying grant, not a competitive one. Everyone who is eligible for support will receive some level of funding. The greatest support will be provided to our most impacted communities.
Payments
Individuals and households will receive funding in 2023, organizations, businesses and performing arts venues will be funded September 2023 through January 2024.
